- Take gear to mages guild
- Find mage that specializes in illusion magic (special vendor)
- Place order (Which armour piece/weapon that needs transmog and which piece to transmog. You would need a piece of matching type armour/weapons (heavy for heavy, light for light, sword for sword, ax for ax, etc.) and a prerequisite crafting level needed for this depending on gear level and motif)
- Pay fee and receive both pieces back. The new piece transmogged to match the style of the "donor" piece.
- Profit
- Your toon is now unique in look with the dungeon set or any set bonuses you want
Would be interesting like this and the fee could be anything from mats to gold to crowns or a combination of them.
I disagree with the " heavy for heavy, light for light, medium for medium " thing

Step 1) Crown Store sells magic currency item for Illusion Mage, usually found near magic Illusion Forge.
Step 2) Person goes to mage, says "Hey bruh, change this look."
Step 3) Illusion Mage asks for token, says cool, then asks for crafting material usually used for item (such as casserite)
Step 4) You give token and crafting material, and item you want the appearance changed of.
Step 5) ???
Step 6) Profit.
Literally everybody wins, including ZoS' precious little cash trap.
Selling costumes and the ability to dye costumes is too tied in to their current business model to allow xmog.
What they COULD do is sell special style items in the Crown Store that allow you to change 1 piece of gear to any style you know 1 time. That wouldn't threaten their revenue base and still allow people to have the creative freedom they are looking for.

That's more for the look of a particular piece. I know that the motif is the motif no matter the weight, but heavy and light gear look different. Either ways, as long as the same slot is there, I think it would be ok. You know, shoulder for shoulder, chest for chest.
I'd rather see the current crafted sets being improved.
