from what I read you can have multiple accounts, but you are suppose to use them at the same time
There are ppl claiming they open both accounts at same time to transfer items and no ban so far...so I'm guessing (<-just guessing, don't blame me if you get banned) as long as you don't run both of them in a fight or something you are good

Maintaining the second account isn't particularly fun. Its a bit of a pain, honestly, but it gives me more storage than I would have any other way.

You CANNOT multibox, which is controlling multiple accounts simultaneously through the use of hardware or software. That is definitely against the ToS. Being logged in and swapping back and forth between multiple accounts is a different thing, however. One account is essentially inactive while you are working on the other, and vice versa when you swap windows.
I don't know about it being great, but I have a second account. I use it for storage and for organization of non-bound items that I want to hold on to. I use it for trading guild purposes as well. Bouncing mail back and forth as well. Also as another member in my personal guild.

The second account actually does very little for inventory management for me -- I got it over a year ago because I ran out of character slots and needed new characters to play with new friends, before One Tamriel hit. Since then, it's not been used quite as much, although with the recent 200% XP events I finally ran a character up to start getting Champion points on the account.
I'll probably use the second account to create a character to level up with the other two players (my girlfriend and her daughter) that I'm going to be introducing to the game once I set up another ESO capable PC.
Curiously... all my inventory management actually run the other way -- excess crafting materials and interesting items I want to keep for a while all get mailed to my Primary account instead, because it has more Bank space and the crafting bags.Alas, the only thing which flows from my primary to my secondary account is gold...

Interesting. Is this two actually different accounts (ie. different logins), or simply the same account with access to both PC EU and PC NA servers? I thought you could actually use both with the same account - but you can't actually email between them or anything like that.
If it's the same account, as I suspect, I've been curious -- are Crowns twinned between the two servers? Are Crown store purchases duplicated on the two servers? ESO Plus? Also, what's your lag like when using the PC NA server?
Got a second account to mail items back and forth, so my characters in the tutorial area can use crafted training gear. Was cheaper than buying a banker.

If your Playstation is set up as the Primary Playstation you shouldn't need more then one copy of the game. You do need separate PSN accounts.
ETA: You also do not need both accounts to have PSN+. Just one account needs it.
