Definitely should have completely reworked frost staves entirely if they wanted to make them tank weapons.

I used to use a frost staff on my backbar as a magblade healer, as i enjoyed the extra crowd control i could toss out. Some of the changed made to frost make it even more useful for control, like elemental rage for a mass aoe immob, and such. Unfortunately the cc isn't as strong as it could be.

Honestly I would make frost staves have two distinct uses. Heavy crowd control, and heavy defense/tanking.

Ice reach immobilizing its target and chilling nearby enemies.

*Frost bulwark having a greater chance to immobilize enemies, and maybr even freeze them solid.
Elemental ring stunning or immobilizing enemies. Or maybe just staying the same, since its now a targetted aoe.
And maybe all applying some sort of debuff that allows the wielder to do more damage to enemies they have cc'd.

Then i would have the other morphs focus on tauntong.
Frost clench taunts enemies (keeps the immobilize but loses the damage over time, or reverse),.

*Casting wall of frost (bulwark would make most sense with the name, but unstable sucks all around) applying maybe minor protection or ward or some sort of defensive buff to the caster and maybe to allies who pass through it.

Impulse or pulsar or whatever the pbaoe morph would apply a frost shield to the caster, perhaps stacking with enemies hit (kind of like brawler or whatever that morph for cleave is, but better).

*I would make Unstable Wall of Elements always trigger it's elemental status effect when it detonates. Fire knocksdown, ice immobilizes, and lightning stuns/sets off balance. I would also consider rolling the duration/size increase into it, and making elemental bulkwark unique in some way.

Good ideas crashen, but one comment here:

Technically it does, in a way. The chilled status effect now applies minor maim to enemies, reducing their damage by 15%. Wall of elements has a pretty hefty chance of applying chilled, so you're getting basically an aoe maim debuff. Even better if you combine other frost skills with it, like the warden's Ice shards or pulsar.

Right now, other than through a couple odd armor sets, there's no way to aoe apply maim. Tanks can hit up to three enemies with maim using slash, but that's it, so this is a really strong point for back barring ice staff as a tank.

like many things in eso, it would've been better off if they left it alone.

I love how everyone knew this was going to be a terrible idea, except ZOS. They keep overestimating the intelligence, focus and reading abilities of the playerbase.

Literally no one dps's with a frost staff.

    Yep.

    Also, nobody hard-casts frags.

Or uses a bow on a mage.

    Or uses the group finder.

Well, there's Choking Talons. But the other classes don't really have access to AoE Maim.

Also, don't forget that Blockade of Frost immobilizes Chilled enemies. It helps quite a bit to bridge that gap between DK tanks and everyone else. DKs are still pretty much indisputably the best, though, unfortunately.
