The others in my opinion were not actual DLC, they were just paid content updates.

Out of all the DLCs, this DLC in particular had a very good quest-line and story to tell. I enjoyed the play through very much. Kind of wish the rewards for heists were buffed up.

That DLC main quest was really nice, but I really dislike that they asked you to do the dailies in order to acces further inside the storyline. Do hate even more that they followed the same patern for Dark Brotherhood ! LOL
I actually like that. You're building up your name within the guild as a rising star - you need to prove yourself.

I liked this aspect as well, in theory. In practice the way they implemented it, particularly in Dark Brotherhood, the "prove yourself" quests were: get quest -> loading screen -> push button -> loading screen -> turn in quest -> repeat. The heists and sacraments are fun, but the do-as-many-as-you-want reputation building quests were very shallow.

I've liked each of the DLCs for different reasons, but my vote has to go to Orsinium.

So here's a list of what I like best about each DLC.

    Imperial City:
I don't do much PVP, because I simply don't enjoy it as much as PVE. Having said that, most of the times I've actually had a lot of fun PVPing has been in Imperial City. So there's that. I thought the quest line was pretty good too (especially The Drake - she's one of my favorite characters in the game), and the group dungeons are really well done (even if some of the mechanics can be a real pain to learn how to deal with). These days (this week aside) I don't often go back to Imperial City, although of course I still run the group dungeons every now and then.

    Thieves Guild:
I enjoyed the storyline and characters for TG quite a bit. Even if I did figure out about Cosh way before the characters did... The delves are really interestingly designed too, and I like that the repeatable quests send you throughout all of the base game zones. The repeatables are a little bit bland and boring for the most part though. The heists are a lot of fun once you get the hang of that kind of play. Aside from taking characters through the Hew's Bane & TG story who haven't yet done it, the heists are the only thing that keep me coming back to the TG DLC.

    Dark Brotherhood:
The Gold Coast is a small zone, but I think it's really well designed, especially the cities of Anvil and Kvatch. It's also cool to compare it to the Gold Coast from Oblivion. The storyline was decent here too, but I'd probably call it the weakest of the DLC storylines. The side quests where you encounter characters from the base game were cool. I had such a blast figuring out how to find the targets in the Litany of Blood and going out and delivering them all to Sithis. Also the sacraments are everything I enjoy about the TG heists, but more so. The world boss dailies are fun too.

    Shadows of the Hist:
Well, this DLC is just 2 group dungeons, so not a lot to talk about really... They're very well designed group dungeons IMO, and a lot of fun (even if I do feel that the non-vet mode for them is a bit too easy - definitely easier than the non-vet mode for the IC group dungeons), but that's all there is to it. I do like the dungeons a lot though.

And finally, my vote goes to Orsinium:
The zone is HUGE, and there's just so many cool things to find all around it, and so many things to do. The storyline was great (even if I distrusted the king and the forge mother from the beginning), and even the side quests that weren't directly connected with the main story were really well written. The public dungeons are both very cool. The world boss dailies are a ton of fun to do (especially with a group of guildies). Collecting all of the relics is loads of fun - especially because getting them all unlocks a quest that you don't get to do otherwise. The delves are good (not as good as the Hew's Bane ones IMO - I think those are the best DLC delves) with the delve dailies. Maelstrom Arena is a good challenge. And of course the quests where you encounter characters from the base game are cool too.

Orsinium added to the game ad felt the most like an expansion pack. They also seemed to have actually learned from past mistakes and successes and show it most strongly in Orsinium.

This one likes Green-Venom-Tongue. Maybe the only one reason he votes for Dark Brotherhood.

He likes Thieves Guild too, because this one likes to sneak and when you're sneaking... things happens. And DARK KHAJIITS (the Maw of Lorkhaj is a beautiful place).

Orsinium is a cool place too, the king is really funny and there is the Law of Julianos crafting place and Maelstrom Arena. This one likes challenges.

I love the city and the pick pocket dailies is a nice and easy way to make a lot of money. And I like the DLC quest line.

    (though the heists suck)

Also it is the only DLC that has given us a trial this far.

It looks like I can no longer enjoy questing where I have to scracely light attack the final quest boss in order to actually see any of his mechanics :( It just makes it so...meaningless when I'm told of teh great threat and subsequently my great op victory.

SotH because dungeons requiring teamwork and having mechanics. Imperial city would be second, it's a shame imo they nerfed the mobs there so much but the bosses are still heaps of fun, and the pvp adds spice to the mix. I like it, though I know I'm in the minority. Oh and actual quests felt better because of strong mobs back then, though last quest was fail. They should've just removed all fighting from it, was amazing graphically and story wise but the dying-from-stern-stare mobs really ruined the impression:/

P.S. in b4 "elitist": Just stating my opinion. Everyone is entitled to their own after all.

I levelled from V14 to V16 in Wrothgar and spent nearly all my time in the region for the next 8 to 10 months. I never got bored and found plenty of things to do whilst there. I still return for visits frequently. It has to come top of my list.

I did not like the ethics of Th-G and DB but necessity called (skyshards and skill-points) so I succumbed. I like the Gold Coast and have no qualms about the Daily quests, so I do those when time permits.

I would like to do more in IC but I cannot cope with the PvP element. Never-the-less, I have almost completed the main story-line and I have gathered all but 3 skyshards. My Tel-Var achievement is maxed out, I have never spent any but I only have 7K+ of them in my account.

    Because Moondancer set.
Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

It brought a lot of fun content. Many items in WGT/ICP are/were considered very valuable and are widely used (Agility, Willpower, Spell Power Cure, Molag Kena...).
Unfortunately, they made mistakes with the sewers and city sections. We are counted as if in Cyrodiil and nothing we do will contribute to the Alliance War which makes IC almost useless when it comes to PvP as it only serves to satisfy personal "greed" - farming stones and keys.

thieves guild. I pretty much consider it to be THE essential DLC. loved the story, love/hate relationship with heists. all. the. stealing. stealing/pick-pocketing is how I make vast majority of my gold. bonus points - redguard aesthetics. I have a particular weakness for those.

honorable mention. Orcinium for the storyline, Dark Brotherhood for how much I enjoy robbing my way through Kvatch/Anvil (and well murder knife is helpful, but the storyline was.. ok. I enjoyed side quests for it far more then main story, especially the very last side quest you get :) )

I may be biased, but Shadows of the Hist is a pretty *** poor DLC to charge money for being only two dungeons. Orisinium bored me after the first few starter quests so I haven't played much of it.

I'll vote for Thieves Guild because the quest line was unique, and added some different mechanics that were fresh to the game. The fourth trial was much needed and is still fun to play. The skill tree has come quite handy too.

I like IC the most, but unfortunately never got a chance to play until nearly a year after it released, so I missed the period of time when there were a lot of players in there.

Hopefully they will give IC a separate campaign or hold more double tel-var events to increase the population.
