I've liked each of the DLCs for different reasons, but my vote has to go to Orsinium.
So here's a list of what I like best about each DLC.
Imperial City:
I don't do much PVP, because I simply don't enjoy it as much as PVE. Having said that, most of the times I've actually had a lot of fun PVPing has been in Imperial City. So there's that. I thought the quest line was pretty good too (especially The Drake - she's one of my favorite characters in the game), and the group dungeons are really well done (even if some of the mechanics can be a real pain to learn how to deal with). These days (this week aside) I don't often go back to Imperial City, although of course I still run the group dungeons every now and then.
Thieves Guild:
I enjoyed the storyline and characters for TG quite a bit. Even if I did figure out about Cosh way before the characters did... The delves are really interestingly designed too, and I like that the repeatable quests send you throughout all of the base game zones. The repeatables are a little bit bland and boring for the most part though. The heists are a lot of fun once you get the hang of that kind of play. Aside from taking characters through the Hew's Bane & TG story who haven't yet done it, the heists are the only thing that keep me coming back to the TG DLC.
Dark Brotherhood:
The Gold Coast is a small zone, but I think it's really well designed, especially the cities of Anvil and Kvatch. It's also cool to compare it to the Gold Coast from Oblivion. The storyline was decent here too, but I'd probably call it the weakest of the DLC storylines. The side quests where you encounter characters from the base game were cool. I had such a blast figuring out how to find the targets in the Litany of Blood and going out and delivering them all to Sithis. Also the sacraments are everything I enjoy about the TG heists, but more so. The world boss dailies are fun too.
Shadows of the Hist:
Well, this DLC is just 2 group dungeons, so not a lot to talk about really... They're very well designed group dungeons IMO, and a lot of fun (even if I do feel that the non-vet mode for them is a bit too easy - definitely easier than the non-vet mode for the IC group dungeons), but that's all there is to it. I do like the dungeons a lot though.
And finally, my vote goes to Orsinium:
The zone is HUGE, and there's just so many cool things to find all around it, and so many things to do. The storyline was great (even if I distrusted the king and the forge mother from the beginning), and even the side quests that weren't directly connected with the main story were really well written. The public dungeons are both very cool. The world boss dailies are a ton of fun to do (especially with a group of guildies). Collecting all of the relics is loads of fun - especially because getting them all unlocks a quest that you don't get to do otherwise. The delves are good (not as good as the Hew's Bane ones IMO - I think those are the best DLC delves) with the delve dailies. Maelstrom Arena is a good challenge. And of course the quests where you encounter characters from the base game are cool too.
