Therefore, yes it could be user side only, could be pathway between user and ZOS, or as clearly happened many times when ZOS screwed up their latency detection after a patch and had to reapply a fix, it is in good part their issue because of the way they coded auto-disconnects based on detecting latency.
From my experience, sometimes connections are just fine. Sometimes, like past few weeks, connection is horrible in terms of constant disconnects. In both scenarios, checking my pathway is completely clear and free of latency to the NA server IP. It just seems to be time to time, after a maintenance patch, ZOS changes, borks, or otherwise screws up their auto disconnect coding that some - not all- but some users get more affected than others.

In terms of lag yes it is ZoS that causes that problem because their megaservers seem to be struggling to keep up with the increasing calculations each patch brings. So on their side its server processing.
But when it comes to disconnects and people using the argument "and it only happens in <Insert Game>" they can be telling the truth but it may not be because of ZoS either because not everyone is 100% computer literate. In fact many get angry and spew out rage over forums and not always is the rage full of clarity and truth.
User side things that can cause DC:
- ISP is having trouble connecting to ZoS servers because of their own protocols.
- Router is having problems because the port needed to be open to access the server in a sustained manner is locked.
- Firewall on the users computer is blocking certain connections from ZoS's megaserver.
- Safety protocols are "ON" when concerning the hub.
- Users connection is shared but not equipped for multiple user usages, I.e playing the game while someone is streaming netflix which can cause dc's in certain games.
There are plenty more reasons why they could get dc'ed.
The last time I got dc'ed was thieves guild. Quite some time ago now but that was because the whole server went down. Sometimes the ISP's are just bad at maintaining stable connections to certain server platforms.
Frankly anyone who gets dc's should just open a support ticket instead of getting frustrated and giving up then whining on the forums about it when there are plenty of avenues for solutions they can take.
