XBOX/NA - Receiving lower level items (CP140) on my max CP character again

After Homestead, I started receiving lower level mats and items with my max CP character again, like it did the first few days of One Tamriel.
More specifically, looting Urns and containers in The Rift for a guild dailiy, I got a few CP 140 white gloves, legs, boots and Star Dew.
Later, doing the Spellscar and Elinhit dailies in Craglorn, got more of the same, white CP 140 items from containers.
It looks like it is only Light and Medium armor and Alchemy Solvent so far, but I didn't run enough to see if Heavy Armor or other items will drop in lower levels as well.

All gear obtained from looting/stealing containers or looting/stealing gear that's just "lying around" will never be CP150 or higher. It's always been like this, since the introduction of VR15/16 in late 2015, and it is the intended behavior.Nightfighters ― PC/NA and PC/EU

As is my understand, since One Tamriel everything item in the world would scale to your level. A CP 160+ character should not receive CP140 items from containers.1 -

✭Actually, 2 things affect this.
1) Crafting nodes drop items based on your crafting rank(the skill points you slot into the first passive) and your level, half the time each. That would explain the Star Dew if you haven't necessarily spent that last point to max out alchemy, though it could be like provisioning and have the last rank apply to all items for a greater range of CP levels(explaining the issue with provisioning writs varying between rank 6 and 7).
2) Items in the world have always varied between max level and one step below, since one tamriel and before in the battle-leveled dlc zones.
I do find many voidsteel blacksmithing items and some rubedite even, but voidsteel is the most common especially from the weapons and armor lying around.
I assume this is intentional, but if bugged then all the better once they fix it.

✭✭✭✭✭Sigh. Again, it's been like this since late 2015. 100% intentional. Not a bug. Only gear from kills or treasure chests will fully scale up. "Free" gear from regular containers or picking stuff up from the ground will never be CP150/160, and that is by design.Nightfighters ― PC/NA and PC/EU
