OMG so freaky stupid. Talk about watching the games player base shrink to nothing but players like the op killing each other all day. Thank god not all dev's listen to stupid crap like this.
@CavalryPK I've got just the game for you: EVE Online.
On a more relevant note - maybe another zone that was hardcore with some of the features you listed - then people can go there if they want.

I wish there was PVP in all the zones... such that:
- when you quest away from your home city, you are paranoid that any moment could be your last
- you need to put everything in the bank because if you are killed all your items could be looted
- when you get a quest that is far away you actually need to consider if it is worth the risk to do it alone or wait for a buddy
- That death is very punishing and you are scared out of your mind if you are outnumbered
- who ever kills you will have equally scary repercussions with the justice system
- a thief can sneak into your house and steal your crap. because you stored some things in your house
- City like Davon's Watch can be raided by the opposing faction if every one can collaborate together, and if the king(who ever is the boss) is killed rewards will be awesome
- you can get real time contracts to hunt down player criminal scum
- all the gear is simple, and provides nothing but damage mitigation with out any 2 3 4 5 x bonuses.

I know this will never happen, but man.... I would love the game 100 times more. until I am ganked over and over and rage quit, and come back because I like torturing myself.

I always thought the "spillover" zones would be interesting if they were made open world PvP (the Rift. Malabal Tor and the other one). No PvP rewards or xp awarded but more a place to try out PvP-centric things (the proposed old PvP justice system etc). Also put a timer on PvP kills to prevent some 15 yr old spunktrumpet from getting PvP gank jollies.

Cyrodiil. PvE elements in a FORCED PvP environment. NPC Mobs you can easily deal with. Enemy players that are out for your blood and tears, aren't. And that upsets a lot of people greatly.

If you are a member of the Ebonheart Pact, and you are standing with a group of EP NPC soldiers, and an Aldmeri Dominion player attacks the group as part of his mission, there is absolutely NO theory under which it makes sense that the EP player cannot intervene.
ESO does not allow this because they want to cater to the widest possible playerbase, and this includes those who cannot handle being attacked by other players. It's a monetary decision, and I understand it, but let's not defend this as good game design!

Ultima Online started out as open world PvP with looting and everything. It nearly killed the game in under 6 months until they added a separate PvE world. 95% of the players went to the PvE lands and the other 5% stayed in PvP hunting each other.
