(To answer my own question it looks like the amount of collusion necessary to do this across factions only exists on Haderous PC/EU. And it is a lame mechanic the vast majority of people have no interest in).
Your population isn't aware of it enough and people don't want 400k AP/h with no penalties.

healthy populations and a also healthy amount of cross faction hate is probably the reason noone is doing it on US.

They've posted stats before on how few players have multi-faction characters. It's not a case of guilds pvdooring, swapping factions and pvdooring again just for grins.
If we are talking about PC NA Haderus, it's emp swapping. A couple of resident guilds plus visiting TF guilds are coming to Haderus to farm emp achieves. They pvdoor emp, then log off so they lose it. #1 drops campaign. PvDoor again for the guildie now in the top slot.
It's been pretty easy since both EP and AD are doing it and now DC is starting to do the same. So the map flips fast. We've had days with 3, 4 even 5 emps.

They didn't get emperor, just capped most of another faction's home keeps and then let them take it all back easily, didn't defend anything. Happened a few times on both Haderus and TF this week.

Made 3.7m AP in 2 days on PC NA TF just playing the map, pvdooring back keeps, and a small amount of farming. No coordinated flipping. To be honest I don't try and defend keeps as much as I normally would. I'll let a home keep or an outpost go because I know we can get it back super easy for 10 times the AP, and in the meantime I can take another keep/outpost. Almost no point defending/attacking objectives on the front line anyway unless you want endless battles. Why should I defend Roebeck aginst 60+ blues at 5:30am EST for half an hour only to get a 16k tick that I could have gotten in 3minutes somewhere else.
This is what's happening on NA. No coordinated keep trading, but not much defending because it's far more rewarding to take something. Everyone just swarms lightly defended keeps and resources, going in circles.
