Builds are as unique as players. What do you want to accomplish? What's your primary purpose in playing? PvP or PvE?

If you want to be stealthy ganker in PvP, there are builds for that.

If you want to be a stealthy solo PvE, there are builds for that.

If you want to be a stealthy group or trial rogue, there are no builds for that... because they suck. That's all pure combat optimized builds.

You can do all you want.
You have 8 max characters unless you buy more slots from the crown shop, and if you don't want the character anymore remember that you can only delete 3 characters max within a few hours/days not sure the cooldown.

The only thing that is permanent is your class. You're name, race, attributes, morphs, skills can all be changed. Attribute/skills can be reset for in game gold at your alliance capital city. It costs more gold the more skill points you have to reset them. At max level with tons of skill points invested it's like... ~16k gold I think? So if you're a newer player expect it to be significantly cheaper than that. Attributes are even cheaper to reset.
