In Morrowind you had an option to buy slaves and then release them, so the were free. There was even a hidden oraginstion with quest line called "Twin Lamps" that goal was to free slaves.You could buy slaves in the original Morrowind, this was pretty pointless as they just followed you around and attacked enemies with their hand while wearing rags so they died fast.
