I'm sure there will be slavery through the quests, especially those dirty argonians.
But I very much doubt you'll be able to own slaves. There's nothing in game you could really do with them anyway.

Actually, if there are slaves, Argonians are likely to be noticeably missing. As far as I know, the Pact hasn't been dissolved yet, and that disallows Argonians from being owned. (At least among the Houses that follow the Pact. Did Redoran join the Pact? I'm actually not sure).
All the more market for Khajiit slaves, really.
And then there are the Telvanni, who pretty much took their ball and went home when it came to signing the Pact, so their territory is likely to be as much a slaver free-for-all as it was in TES III.

I'm pretty sure Vvardenfell isn't part of the pact, which means that there will be lots of argonian slaves.
