Not for new players, it isn't. For someone who's learning the game, listening to (or at least reading) dialogue, and exploring the map instead of rushing from quest marker to quest marker, 18 is a great deal longer than 2-3 hours.
Which, imo, I have to agree with @Tandor that that is the best way to play the game. There is no reason at all to rush your first character. This game is really much more fun if you kick back and enjoy the journey instead of focusing on the destination.

I don't think it hurts to have more than one character, try all classes and see which one you like the most and then stick with it. Try stam, try magicka, tank, dps, heal, support etc.
But this is coming from someone who is excited about Morrowind chapter for the Warden class and two more character slots purchasable soooo... yeah.

My issue is I have a goal of being level 50 and CP160 by June 6th. I play 3-5x/week for 1-2 hrs/session.
Am I handicapping my goal by restarting? I still have to finish the story lines... So I won't be grinding...
Starting to think the best course of action is sucking it up and getting my Templar to 50/160.

I am assuming he will not be reading the same dialogue as intently as he did the first time. I am also assuming that he does not have to relearn everything he learned the first 18 levels again.
Especially if he chooses the same alliance.
My point stands. If he is worried about the time it takes to get to 18, he should know that he can get there very fast if he wishes.
get to 50 as quick as u can with ur current guy- then any xp u earn from there on will contribute to ur overall account - and CP. plus you'll come back to ur magplar one day I'm sure. i have one of every class. theyre all fun to play with.
Templar is only boring in the begining, almost any class is. When you reach higher levels, you get a lot more flexibility in terms of skill and build setups. True at start you will mostly be using jabs/sweep because it is a good spammable skill, but later on you will get a array of ranged, support, heal and other utility skills that will spice things up, making you a force to be reckoned with. Bosses, dungeons and other things will become easy as you learn your class if you manage your skill rotation well, and trust me, it includes a lot more than just using a few skills.
I love my magplar. I've biting jabs my way through nearly all the content in the game with him
