Only if you're carrying enough gold to pay it off. The bounty will only go away if the guard can take the full amount from you, dead or alive. If you're not carrying enough gold to cover the bounty, the guard will take all your gold when they kill you and your bounty will be that much less when you respawn.By the way, the bounty should go away if guard kills you, right? Just make sure you dont have any stolen possessions on you before you get killed, sell or launder them as they will be confiscated from your cold, dead fingers you criminal scum you ;P
How do you people get caught so much?
I think I only ever had a bounty of 50k and that was because I decided to kill civilians in the street on purpose to send them a message...

Just go steal Thief Troves and use the anti-bounty papers (i forgot what they're called)
It doesn't seem to decrease during maintenance, or at least the first time it came out that gave some trouble. Had nearly the same amount when the server went offline as it did when it came back up.

Actually jail could be done to this game as welll.
If guard gets you and you dont have money, you will be sent to jail.. There you have to spend time which is calculated from your bounty. In jail, the bounty will go away faster than when you are in the open world. You could choose to remain in jail for the duration of sentence or log off and play another while that character is in jail. You could also choose to try and escape from jail but then your bounty would increase and you will be hunted down by guards and killed.
Crime is illegal ya know :P And therefore it has consequences. In a persistent world where your criminal activities like killing innocent people or animals may disrupt other player, maybe even mentally disturb, you will need to have more severe consequences than in single player gae.

Also assumes the OP has Thieves Guild DLC. You can't access the troves or get those papers without the DLC.
