I was under the impression that Daggerfall will get you to around level 15. I am already Level 14 and only half way through the map. I know levels don't dictate difficulty since everything is your level anyway but I would hate to get to max level and still have lots of content that is not progressing me.

Yup! After level 50, there's champion points up until 600. Which they're slowly increasing.
With One Tamriel making every map scale, it's a lot of fun experiencing every single maps story!

My point is absolutely NOT irrelevant. The newbie OP, in so many words, expressed that he does not want to play content if he is "no longer progressing in levels". This is the wrong attitude. I explained that levels are arbitrary, and that he/she should play the game for the game. I may have given incorrect information, but I argue that I provided a more meaningful answer than anyone in this thread.
If the only way you perceive "progression" is some number increasing, then you are not appreciating the actual game. Experiencing all stories in the game is a more meaningful way of progressing, and they don't need some number displayed in your face to do so.
