WOW raises level cap on each expansion, this makes the new quest reward gear better than your old raiding gear.A few points why this will never be done:
- Re-Gearing in ESO -> Monster Set shoulders takes MONTHS, because you can only get x amount per day -> RNG
- Re-Gearing in ESO -> vMSA Weapons takes MONTHS, because it takes way to long -> RNG
- Re-Gearing in ESO -> Gear upgrades hardly improves damage, yet it's annoying to not have the highest gear rank.
Gear Cap Raise will make a massive amount of people quit, ZOS loses money, bad business model.
Gear Cap Raise is done in cheap Free 2 Play MMO's because you can buy shortcuts in Cash Stores and upgrade your gear quickly in 1 day for, let's say 50 dollars, -OR- grind 6 months. And since ESO isn't a cheap Free 2 Play MMO, this will not happen.

This a solid idea on a way to expand crafting even more and provide a viable upgrade path to higher CP gear.
