Cannot play due to locked graphics settings?

Title says it all, only way my computer can play is with minimum/low graphics... Changing video settings does not work? Many other people also having the same issue telling me in discord that the video settings are locked and cannot be changed. Any help? @ZOS_GinaBruno @ZOS_JessicaFolsom @ZOS_RichLambert

Briolase✭✭✭Same thing here. I usually play on low settings. My settings interface is showing I'm still on low but it's obvious the graphic are on high (or ultimate). Changing my settings does nothing. My performance has taken a massive hit.0 -

Tried doing pledges yesterday... Omg, it was so unplayable. Later I decided to do quests in low-pop areas, but it's the same everywhere. Terrible frame drops every second or two. Not drop in frames, but 'freezes'. That didn't happen before.
Also, I noticed one other thing. I installed the update, but then it corrupted the integrity of game cache. I decided to re-download the whole game, only to be welcomed with 'api-ms-win-crt-runtime-l1-1-0.dll is missing' error. Meaning before the patch, I was running the game with Visual C++ Redistributable for Visual Studio 2013, but after with 2015.
I don't see a lot of people complaining about this on the forums, which is a shame, cause I know a lot of ppl in-game that have similar problems, especially with gfx and subsampling settings. I was playing the game on medium with high subsampling just fine. Now I have everything on low, and can't do basic stuff.
ZOS, at least give us some kind of response. I'd like to be assured that you're on this and you'll fix it, cause I can't do basic stuff let alone big fights like pledges and the like.0 -

It was all fine before patch, now it's a slide show! I changed nothing on my side, game is simply unplayable.
Maybe on newest computers it all runs as usual, but on older rigs it is nightmare now. When I try to move or turn camera, my Fps drops from 40 to 1! And its even worse if there is other players around. 0 -

If they have any further questions or updates it's usually in the thread they first responded to. You aren't the only one.
Please @ZOS_GinaBruno @ZOS_JessicaFolsom or anyone else out there, some word on this would be good. Some of us have been loyal players from the beginning and would love to continue to be so but things like this in addition to some other things make it really hard.
