I've encountered invisible people in PvP, and in the overworld, casting spells from thin air. Like channeled spells that are impossible to cast while stealthed. Obviously this is a more serious problem in Cyrodiil. Is this a known issue? Is something being done about it?

Edit: I should clarify that these people cannot be targeted, and that no name or health bar appears above them.
