Invisible People

I've encountered invisible people in PvP, and in the overworld, casting spells from thin air. Like channeled spells that are impossible to cast while stealthed. Obviously this is a more serious problem in Cyrodiil. Is this a known issue? Is something being done about it?

Edit: I should clarify that these people cannot be targeted, and that no name or health bar appears above them.

That's why I hate nightblades. They can bail a fight and prevent death anytime they want.

I got the same BUG.
And it is a bug.
I want to say i have talk with many ppl invisible today and this was a bug, they are all agree. I played in PVP and many ppl had this bug.

We cant see the guy, and we cant target him. But we hear the hit and see drain from our mates.
