If error states that api-ma-win-crt-heap-l1-1-0.dll is missing, download and run the following update: https://support.microsoft.com/en-us/kb/2999226
If MSVCP140.dll is missing, download and run this update: https://www.microsoft.com/en-us/download/details.aspx?id=48145
After running all updates, please reboot your PC for the changes to take effect.
After the first repair I just closed the client and opened it back up, no down loading something else. will see if it works after that.

Okay on a hunch I checked my installed programs under Programs and Features (Win7Pro).
I found that I had both x86 and x64 of all the Microsoft Visual C++ Redistributable for 2005 - 2013, but only the x86 for 2015. I installed the 2015 x64 and I have eso64.exe working on PTS. Maybe a chance for anyone else that checks and doesn't see both versions installed.
Here's my now updated list of redistributables.

Yes I see that vcredist_x64_2015 sitting in the launcher folder but for some reason it never actually got installed during patch.

What about those of us getting crashes without that message? I get no error message at all. Game starts to open, crashes 2 seconds later.

Yes, unfortunately that error message is directly related to the fact that the European PC/Mac server is down and you can't log in, but you can patch.

I'm having the same issue. I downloaded the update and now I can't log into the game. I click play and it crashes almost immediately.
