The forums mods here can't help you. You need to submit a support ticket via https://help.elderscrollsonline.com then click "Web Assist" on the right hand side and file a ticket.
The support team will be able to give you more help and if they don't resolve you issue within a week you could try posting the ticket number here to get ZOS community staff to take a look at it and push it forwards.

I was told it was a pre-order, then i had to reply asking for a refund. the support is horrible i don't know if it is normally this slow but it's putting me off the game that i've not given a go since beta
