If they increase gear CP levels, I'm most likely out of here. Considering the horrible experience that is the ESO loot system, I can't even imagine grinding all my gear back again.
If they fix the loot system, then maybe I'll stay.

I'm sorry, but you are not correct to my knowledge. They stated previously that they would not be doing that frequently as with each DLC. As you can see from the below interview from August of 2016, they stated that they would not be doing so "anytime soon" but that they do consider this as part of the progression just as they raised it when cap went from VR14 to VR16.

Another thing to think about, Materials. We already use 10 times the materials going from CP150 to CP160. Do you really think any player would stand for having to farm 20 or 30 times the CP150 Materials to gain an incremental level of stats? That alone would kill the game.

Progression is done through the Champ System now.

I know you are opposed to it as you have posted previously many times that you are. That doesn't however mean that It's not something that they would consider. I think an expansion is the perfect time for a gear reset and the pursuit of gear often keeps me playing games. In my personal opinion it would be a good thing for the game over all to periodically do this and they have always reserved the right to do so.

The game has to progress at some point. New gear. New rewards. New levels. Very likely the Morrowind sets are just as good or better than VMA.
If there's no progress, people will get bored and leave. If there's no (better) gear in the new content, nobody will ever DO it.

With hundreds of hours of new content coming out, why force us to grind for new gear instead of enjoy the content?
It currently takes 500-1000+ hours to grind all BiS gear (vMA, vDSA, trial gear, dungeon gear, and monster shoulders). They would essentially lose their entire endgame population with a gear increase as no one is going to want to go through a new 1000 hour grind. It's one of, if not the longest, grinds in any MMO.
