    I thought you're supposed to watch something on second screen while fishing. :D Or so I was told by some people who have that Angler title.
    Anyway, if that guy had offensive name, you can report him and they will (likely) force him to change it.

    Is against the TOS? N'ah, I don't think so. Although, oddly enough you used to could get a warning email and maybe banned for interrupting roleplayers RP'ing. Lol. True story. I've heard claims both in-game and on these forums of people getting emails from ZOS, stating how interrupting other players while they're RP'ing, or being a nuisance to roleplayers could result in account suspension or termination.

    He was harassing you. When you left and he followed you to continue douchebaggling, it became harassment. If you leave the area and he does not desist with the trolling behavior, it is harassment.

    Unfortunately, that doesn't exist on console. The closest thing on PS4 is the block feature, which completely blocks messages from them via PSN. However, you still read their messages when they post using the in-game chat (for whatever the reason).

    I don't get it. it's a pixelated character. just join in the fun. Hell maybe he'll go away if you do. it's not even harassment.

    Someone needs to lower down their mouse sensitivity.

    now unless he constantly follows you around, stealing your nodes, killing the mobs you are about to attack with no chance of you grabbing any experience or loot from it, then probably it's harrassment.

    but seriously, it's only dancing around or pushups. whatever happen to social skills?

    Does it matter what we all think? Just /ignore, log in and out and report the guy if he annoys you. ZOS will be the judge of it and do what they want with your report. You are wasting your time on the forums trying to convince people it is harrassment.

    I turned to make sure he wasn't following me, and he was doing pushups in the fishing hole I was at previously (I wish doing emotes at fishing hole will automatically disable them for added realism of "Scaring the fish away".)

    So i continue to fish, and then after 2 fleeting minutes of peace, he then goes to my position, stands behind me, and starts dancing like a maniac.

    Now, at this point, I was tired of his emotes annoying me, so after catching the fish, I turned and challenged him to a duel to let him know I'm serious about his annoying me. He accepted...and promptly fled.

    So, I'm currently wondering if any or all of these actions are against TOS (I'm not a lawyer or even a law student, so I don't spend hours upon hours reading TOS):

    -Inappropriate username or character name (there were religious references in his character name, in addition to a UserID that was...slightly questionable, even for an M for Mature game such as this).
    -Standing behind me acting like a creep.
    -Being annoying with emotes and affecting people's fun.
    -Minor trolling and minor harrassing with fishing and emotes

    I don't want to file a ticket against this guy, but when I tried to explain to him his behavior is annoying, he ignored me in chat. I'm very close to filing a ticket on this guy, and I'd rather make a report that actually has substance (I do not believe in frivolous tickets.). So, I'm wondering if the 4 reasons above can be filed in a ticket. His behavior is annoying, and as i said, I want to be left alone today.

    Any assistance would be appreciated.

    Maybe you shouldn't play games online if you're traumatised about something in your past badly enough that you think you should be able to control other people in an mmo. There are plenty of single player games out there. Perhaps stick with those?

    If you can't beat them, join them.

    I had 2 guys (almost naked) throwing mud balls and dancing around me while I was stealing stuff in a market place.

    What did I do? Had a dance with them then sat in a chair to enjoy the show. Finished off with some group juggling.

    I had a laugh, I think they did too, then they moved off to the next person.
    It's all fun and games.

    It seems that this is one of the "hazards" of fishing. I've done *a lot* of fishing, and it seems to bring out the trolls like nothing else I do. The most common ones are continuous jumping in the hole, doing various emotes in the hole (if it is shallow), light attacking, casting AoEs, running in circles around you, etc. For some of these it can be more than annoying - it can make it difficult to see the bite, and cause lost bait. That said, I've never reported any of them. I just keep fishing as if they weren't even there, and they typically get bored and run off fairly quickly (quickly with respect to "fishing time"). This is in contrast to those who genuinely seemed interested in understanding why I would be fishing - which is perfectly fine and I'm happy to entertain such questions.

    Being an annoying idiot isn't against the TOS unfortunately. If you ask for any help from ZOS you'll get a standard reply telling you to put the player on ignore, which won't help 90% of what he's doing to you.

    I'm sure harassment is, and this sounds like harassment plain and simple. If you kindly ask someone to stop bothering you and they continue to do so, surely you're protected by the ToS and able to file a report. I can't imagine ZOS want someone like that going around and ruining peoples' day.
