It's been my experience that unrefined materials are more consistent sources of revenue compared to refined materials. Here's why. In a typical healthy market (from my PS4 experience), the price of unrefined materials will usually range around the combined cost of one gold temper price plus one stack of refined materials. For example, a stack of rubedite ingot may cost 5k and the tempering alloy may cost 17k. Usually, this puts unrefined rubedite ore at 22k a stack.
If you refine them, you'll likely get less than 200 ingot, a 5% chance at getting a gold temper, and a bunch of other misc. items that may or may not have any value. **I'm under the assumption that research suggests that the drop rate is something like 5%.** Having played the unrefined gambling game, I've been in situations where I've gone through 3 stacks of unrefined materials before getting a gold temper. I've also gotten lucky and gotten 2 in one stack. That's how RNG works.
By selling the unrefined materials at the price mentioned about (price of 1 stack of refined + price of 1 gold temper), you're guaranteeing a profit on those resources that is consistent, compared to being screwed over and gifted by RNGesus.
If the market on your platform sells below price I mentioned above, it's just a matter of your risk-aversion or risk-taking personality. I tend to be risk-averse, which is why I sell the unrefined stuff.

Is this normal? Or lucky?
