It's the only one they've given. Even though their answer has been directly referenced in numerous threads this year (ample opportunity to clarify it if it was not accurate), it still remains the only official word from ZOS on the issue that I'm aware of. To be clear - I'd be happy to see some other answer!

Because they are not enforcing it, even when forumers and streamers are using them openly.

If Zos decides to actually do somthing about it they currently have only one way to do it, and that would be to reinterate their stance, before taking any actions, if they don't want a massive outcry from either a) pretty much everyone that found themself suddenly punished for using such addons or b) individuals picked to being punish and so they get called out for not being fair and impartial.

Ultimately, at this point, both @ZOS_MollyH statement and @lordrichter's argument are utterly pointless.

They haven't been yet clear just in case they want to do something eventually. But for that they will have to actually say it. So yes, i'm pretty certain no harm can be done by using these kind of addons.

Well, the API used by the addon isn't anything special - it just calls the same thing the default GUI does, but in a repeated manner. I suspect it may be a fairly significant and impactful GUI/API redesign if they wanted to protect it against addons from calling things to craft, submit guild store queries, etc (basically make it like the combat related activities - off limits in the API).

Frankly, while it may be a technical violation of the TOS, I doubt they currently care enough about this to bother with doing anything about it - certainly not doing a bunch of work to protect against it. I don't see any of these capabilities causing customer dissatisfaction (other than that the default GUI doesn't have it!), or causing them a loss of revenue. What would they gain by removing the capability or pursuing enforcement?
