I would rather the skills I use and the sets i equip feel powerful. Those are much more interesting than raw stats and regen.
1.5 Cyrodiil controlled stats and regen and your sets made a huge difference, theorycrafting made a huge difference. Everyone was whispering you asking what sets you run. Now its just max armor, max damage, and face tank while using the crapeon system as a crutch for your sustain. That's why you have a burst meta. Because without burst, people are unkillable.
Champeon system is the cause of all of these nerfs. Get regen and resources under control and you wont have to keep nerfing things. Proc sets are a symptom.

Guaranteed it will be repeated. ZOS doesn't do anything except put band-aid fixes on things. Those issues that do get fixed take way to long to complete. Were lucky to have major issues fixed within 6 months. This isn't meant to be a negative comment, just what I've seen from ZOS over the past 3 years.
Take a look at the issue that people have with the Proc sets in PVP for example. First, they put in sets into the game that give people huge damage from a single light attack. The PVP base goes crazy about it complaining and has every right to do so. So how do they do to fix it, they slap a band-aid on it that doesn't accomplish anything other than enraging the PVE player base about it. No one was complaining that Proc sets do too much damage in PVE, yet here is another change they implement as a quick fix that affects both types of game play.
They either don't have the desire, funds, staffing or experience to fix things, permanently and in a timely manner and by that I mean within 3 months.

I disagree. The current dev team has more experiencing designing game art then the actual development of the game.. The player base has more insight and knowledge about this game, well, because we ACTUALLY PLAY IT.
