Morrowinds combat is a relic, it's quests sometimes designed in such a way it was so easy to break them without even knowing, and sometimes designed where you were outright required to cheat, break the game, or use exploits.
Morrowind sucked. Come at me.

Go to the ghostwall and talk to the guards. "Greetings, my name is Buoyant Armiger."
Complete the main quest after becoming head of the temple, and having to ask the former primarch who is now retired for the blessing of the temple.
Being able to join House Telvaani, The Legion, and the Temple, all at the same time, three factions ideologically and politically hated by one another.
Morrowind sucked.

1. You can hop over and avoid encase sometimes when destro groups are spamming it.
2. It helps with timing and GCD's in PVP. Kind of like a visual metronome.
3. There's the two inch tall rocks that you get stuck on..
So there's a benefit. It's just not worth paying stamina.

Alright, then after a certain amount of time of using it constantly, magicka should no longer replenish due to magical exhaustion.

I'll jump around inside a keep wall to signify that I'm not trying to be sneaky, so someone come and fight me please I rode all this way to engage some dudes... OH GOD NOT THE WHOLE ZERG!!
As for your point number 3... for me it's the randomly placed wheelbarrows and their handles that I get stuck on while strafing or backpedaling a zerg. Jumping could have saved my life for another 1.3 seconds.
