As can be seen in the game, yes, people do feel that the Great Elk mount is worth more than the Dark Brotherhood and Thieves Guild combined.
I also want to point out that ZOS is not randomly charging 4500 Crowns for this mount. They are very deliberately charging 4500 Crowns for this mount.
Anyone who purchases this mount is absolutely a sucker. CDN $50 is almost the price of an entire new game. Think about what you're buying, here: it's an object that gets you from point A to point B. Is that equivalent in value to an entire new video game?

Things in stores aren't necessarily priced according to what they cost to make. They're very frequently priced according to what people are willing to pay for them.
Starbucks could sell their regular, most basic coffee for $2 and another variety for $5. The $5 cup might cost exactly the same or even less than the $2 one but being a limited time offer, and seeming 'fancy' in some fashion, some people will buy it despite or possibly even because of the higher price tag.

I agree that the price is outrageous but I was prepared for this one, bought crowns when they were on sale and can live with a $19 price tag for a mount.
And yes it's worth that to me. Visuals are super important. Otherwise there'd be no character customisation, different armour and weapon styles etc. Several of my characters look fantastic on this thing.
You and everyone else who don't have crowns banked and are stuck looking at this with a $45 price tag on it - and at Christmas - have my deepest sympathies. It seems unlikely they'll change the price but I hope for other peoples' sake that they do or at least put crowns on sale.

High price point limited release mounts serve two masters;
1. The people and there are several who lurk these forums who want to buy their way to something unique and special. This appeals to their inner peacock.
2. Pushes people to crown crates which is a higher profit generator.
However I am concerned the main purpose for the higher price may be to set a new "normal" cost for exclusive mounts in order to make crown crates more attractive. Which they will never be, to me, because I want to choose what I pay for, and apparently will have to pay a premium now to do it.
I dunno about the rest of you but by this stage in December I can barely afford Ramen noodles.
ZOS sure are showing their generous Christmas spirit by charging that much for an average mount right before Christmas.
