It was probably put in to keep people from dungeon shopping. Before the time out was a thing a lot of groups would just disband and start again until they got a really easy dungeon.
As a fix maybe they should take away the option to disband and force people to just leave group if they want out. Then give that person the 15 minutes.

For random groups, the option to disband disappears for the group leader. What you've suggested is already a feature.
What these people are talking about is the dungeon pops the group forms for a split second and then the system kicks everyone out of the group. Even the tank and healer get the 15 min wait. Its a bug, the leader isn't kicking or disbanding anyone (they can't).
I don't know why they haven't said a word about this... Every day a topic about this issue, that is by far the most annoying thing on the game right now.
This timer is terrible and only punishes the wrong players.
The reason for it;
Is so when placed in instances already in progress you have incentive to help a group finish a dungeon instead of bailing and looking for a new group.
And;
When using group finder to grind a group to prevent you from leaving a group immediately because you don't like the composition or CP of other group members or the random group leader from disbanding a group immediately which is not supposed to happen but does anyway.
It's an anti trolling tool that is almost completely ineffective and in serious need of a revamp.

What op is talking about is a bug. But what do you mean by only punishes the wrong player? If by op scenario the wrong player is completely random in that situation.
If someone is getting kicked(not from the bug ) it was more than likely for a reason that 3 out of 4 people agreed upon.

For those who say "Then people could just ask to get kicked" well yes, yes they could look. But if the group actually does kick them, then the other three members of the group are okay with waiting for someone else in the group, and have decided that it's not an inconvenience.

The immediate group disband is indeed a bug, but the consequence that angers him is the timer being applied. And the timer is the main problem here. The longer wait times for DPS is normal, and not much can be done about that unless people roll out more tanks and healers.

I don't know if you used to play randoms before the timer, but sometimes if you got a harder dungeon as your random, you could have 6, 7, 8 players leaving after a few seconds in the group, one after another.
The problem is that now, those players just partially form a group and them immediately kick every single player that the Group Finder finds that they don't like. They don't get penalties and can get a new player almost immediately. The person who got kicked only because they had low CP, has to wait.

People keep saying that they keep kicking low cp or whatever. It still takes a majority vote to kick someone from group. 1 person can't just kick everyone, or even 2 people. You need all 3 to kick someone. Seems fair to me. If the entire group doesn't want someone in the group why shouldn't they be able to kick them.
I don't think anything is wrong with it other than the bug that auto disband. Maybe they should just tier the dungeons since we all know they are not all equal. With cp requirement for each tier.
I wonder why I have never been kicked from a dungeon? I didn't join any group content until there was no doubt I could carry my own weight, no doubt by me or anyone I may be grouped with. People should just not queue for vet dungeons until they are higher cp. Nobody should be kicked from normal unless they selected a tank or healer when they aren't, or are afk or something like that.
So you are saying that people are forming groups of 3 and kicking everyone they don't like? Sorry I find that unlikely to happen often at all. It takes majority vote so if 3 of 4 want someone gone then they should be gone.
If someone is getting repeatedly kicked from dungeons it seems it is something they are doing not everyone else.
