The first is a repair, but that's already been tried. The second is resetting the Launcher's data, but I fail to see how that would affect a crash in the game client.
Another idea that I've had but had not had a chance to have my friend try out is to temporarily rename the user data directory. Go to My Documents and rename the "Elder Scrolls Online" directory to something else, like "Old Elder Scrolls Online". This should force the game to regenerate data like graphics settings and the shader cache, in case a corruption of this data is causing the problem.
Reinstalling the game would be a last resort that I'd try. You mentioned reinstalling the launcher. Did you mean the launcher or the entire game? Because I doubt reinstalling the launcher would fix a problem with a corrupted game installation. (Though if there is a corrupted game installation, that's what the Repair function is supposed to catch and fix, unless there are kinds of corruptions that the Repair doesn't detect. I'm not sure how ZOS's Repair works, so I don't know whether it's possible for Repair to miss a problem.)
Finally, I wonder if it could be a problem with your system's hardware. For example, a disk corruption or a bad RAM bit, though the former should be caught be a repair/reinstall.
Have you tried renaming the Elder Scrolls Online folder found in My Documents? It's an easy and quick thing to test out, and even if it doesn't work, it would at least rule out the possibility of corrupted user data.
Hi, I am having the same problem so I re-installed on a different machine this morning and the same system error (error 11) appeared. I haven't try the repair function because I cannot find it!!!
Any help would be appreciated.

I'm the friend Code mentioned above, and on my end this got resolved by applying a graphics driver update that hadn't gone through for some reason and then repairing the client again (trying to run it without repair but with an updated driver didn't work).
The repair function is accessible from the launcher if you click on GAME OPTIONS in the launcher window (it's at the top of the newsfeed) and select Repair from the dropdown.
AD is the best looking faction. I don't make the rules, I just enforce them.

I did just as you reccomended and finally found that AMD had a 4 day old hotfix update as "certain games" were not launching. Downloaded the patch.
Just as you stated tried to just launch no repair, nope error again.
