As a nb, keeping up siphoning has always been enough for me. In pve I run like 850 regen same as on my gank build. No damage=no kills in this state of pvp so putting on necro not only gives an insane damage boost, but also a bigger magicka pool to help with casting spells and giving bigger shields. Don't forget that magicka counts towards damage, just doesn't show up on the character sheet; I think it's 10.5:1
If* lich drops sharpened swords (I honestly don't know if it does), I would go 2 lich swords, 3 lich body pieces, 2 monster set, 5 necropotence with a resto staff (5 light 1 1 for undaunted).
Front bar resto staff-dampen, healing ward, swallow soul, entropy, fear/agony harvest
Back bar-shadow image, merciless resolve, cripple, siphoning strikes, impale meteor/soul tether
Then you have it so you can weave, get down the target's health, and build ultimate with the resto bar to setup for your burst on your back bar (fear + meteor + merciless proc will take out almost anyone if you time it right).
If you go kena and can keep it up you'll have great damage output but honestly I'd probably go infernal guardian instead. If you hit a spot where your sustain is low just swap to dw bar to proc lich and go back to what you were doing. The key is to maintain shadow image and siphoning strikes.
Also note this is mostly a 1v1 build, I'd change some stuff around for openworld.

51-52k magicka pool is hardly low damage. Your character sheet will show 2kish unbuffed, with lich necro.
The set combo works very well. Just falls apart when you have to deal with more then 2 players.

Infinite sustain, huge shields, solid damage from the enormous magika pool. You can run 1 kena instead of 1 grothdarr, but since we're stacking magika with this setup I decided to go all in on that and squeeze every ounce of shield that I can.
Edit: Spinners is a really solid set as well if you can manage your shields well it can replace necro, but you'll lack some damage against sorcs and other shield users. Pirate king 2 piece is also dope AF

I've been running with a lightning staff lately and the undodgable damage is great but it's super hard to weave with. I find alot of the time in pvp and even in pve I just can't proc resolve and when I do the buff runs out.

@altemriel if you're looking to run necro with 1 monster set piece, I would pick ilambris or infernal guardian or grothdarr for the 1 piece max magicka bonus
@Lexxypwns if you go 5 necropotence front bar and swap to the resto bar to proc lich, does the magicka bonus automatically return upon switching back to the necro bar as long as shadow image is still up, or do you need to "re-trigger" it by casting shadow image again?

Monster sets come with a head and shoulder piece, so they are running grothdarr to get the max magicka bonus and the two piece special bonus. The death recap most likely showed two different people each with a different monster set on. wait wait, how can you combine two pieces of two monster sets, when monster sets come only in helm or shoulders? or am I missing something here?
I saw lately a death recap in cyro, when I died and there were two monster sets hitting me, so I was wondering, how can one person have 2 monster sets active with the 2nd bonus? So I thought that it was from two people, each of them wearing 2 pieces of a monster set..
oh and rattlecage, I am farming Vaults of Madness now for this set and also Crypt of Hearts for Lich set, also a nice one, for my magblade. But Rattle, Surge, 2 monster set sound devastating!!

well you can choose the setup so, that the sword you can do from some crafted set if you like. or farm rattlecage swords

I thought about overwhelming surge. As a Khajiit, I think it's a waste because I prefer to optimize around Stygian. This set I think would do well with altmer and dunmer.
That said I don't see a cool down so depending on if the effects stack, the duration is increase or if the duration is just reset might affect if it's worthwhile, imho, to wear outside of those races.
