You cant disband a group queued in group finder, even if it was a premade group. This "group disbanded immediately" thing is a bug.
Also, why leaving should be penalized? So if someone is acting rude or doesnt listed, you cannot just leave them?

In other games with this system, those people would be vote kicked. But yes, there is no way for the system to distinguish between leavers who are trolls and leavers who are being trolled - so leaving as a whole needs to incur the penalty.

I have to disagree, there could be a number of genuine reasons a person may have to leave, or their connection bombs "as we all know with ESO" or there have actually been such awkward fights in Voice (Esp in Dungeons) chat that we all wish would end and one of the 2 would either leave or gets kicked soon, its adds to much mental strain to not be allowed to leave.

There are always going to be exceptions to the rule, that's unavoidable. I still maintain that something akin to how other mmos do it is the best approach:
- If a person leaves the group, they incur the penalty (in most other mmos that do this it's 30 mins not 15).
- If you DC, you don't leave the group - again other mmos do it this way, giving the player a chance to log back in.
- Vote kick - add in a vote kick option, if you're kicked you do not incur the penalty.
- Report for misuse - obviously very important with this system. Allow players to report others for abusing it.
- Vote disband - a vote disband option, requires a majority vote. No penalty incurred for this.
