Probably found someone explioting and are correcting it. Seen a guy the other day in orsinuim running while crouched about 3x faster then a maxxed horse with rapid manuver. Another guy reported a someone who took out a world boss there in 2-3 hits.
the problem isn't the time-frame. it's their messed up process that makes this require 6h. given the claimed cost of development, i cannot really understand why companies like ZOS invest in neither enough redundant infrastructure nor efficient processes. absolutely puzzling how their business expert arrive at a conclusion where the players/potential lost is less of a rpboelm than the extra cost. if these games really take hundreds of millions of dollars to make, I find it really, really strange. sure, they know a lot betetr and more. however, i'd still bet it's more caused by optimizing for short-term goals / profit

I think its both. Some ppl would still complain if it was just one hour offtime on a late Saturday morning, but six hours throughout a whole Saturday (in Europe) are very hard to bear. Expecially when this offtime is deliberately selected to give some (other) ppl better access to the game.
Bad policy in my opinion, splits Zenimax customers in one group being cared for and the rest being just ... well, the rest.

Think I can just tell my Employer "hey man, I don't really want to do this work thing today, can we push it to tomorrow? You're kinda stepping on my social life" ? No. I'd get reprimanded. If I do that more often, I'll get fired.
I'm On-call 24-hours. When works calls, even on my day off, I drag my grumpy face over there because it's my job. I signed up for it. I'm not going to reply to my employer with "but I was planning on having a life tonight". Work is work. And work is not a Wish Concert (Wunschkonzert, sorry if my translation is off). If I want to take a break, I'll go ahead and use my vacation days where they are not allowed to call on me.
I'm sorry but this is a poor excuse to defend how they go about EU maintenance times.
Remember when maintenance was tailored for minimum impact on prime-time for both NA and EU? Yeah whatever happened to that?
To defend their ill-guided business practices with "they have lives, too" is... "uuuughh" and makes my eyes roll. I doubt that's even the reasoning behind it. The higher ups probably just wanted to save money, who knows.
I'm not saying the devs should slave away for us. Not at all. It is the responsibility of the company to not overwork their people, and still provide excellent service to their customers. They aren't just running a local fruit stand in the market square, they are running an MMO that spans over several time zones. Only catering to NA, for whatever reason, is bad business. If they weren't up for it, then they should just have never opened an EU server if they had no intention to show their EU player base a shed of respect and consideration.
