Undaunted skillline Stuck at Rank 9?

Hi guys,
Recently I got to udnaunted rank 9, since, I have completed 2 pledges, CoA no death, CoH no death, CoA speedrun, Complete all hardmode challenges. But I have not moved at all from 0/200 in undaunted. what the hell?

Beruge✭✭✭9 is the max level. For some reason the bar does not say its full like when other skill lines are at max, but you are at max level and can get all skills and passives

I think it showing at level 10 is a bug. As you can see you get all the passives and skills at level 9, so level 10 has no purpose. I do not know why it doesnt show as full at level 9 wich should be considered a bug or why some players has it at level 10 wich should also be considered a bug. ✭✭✭As long as it gets to 9 there are no problems. Unless it bugging out at 10 keeps you from maxing the passives or even activating any abilities or passives at all.

If the 1h + Shield Ultimate does not involve an AoE taunt then this could and it would be perfectly logical. The Ultimate could be like a flag worn on the back of the user that drastically increases aggro on that player on all enemies within a 28-meter radius. An ally could activate a synergy within that same radius that could work as follows:
Base form synergy: Induce fear on enemies within several meters of the ally that activates it.
Morph 1 synergy: Induce fear within a wider radius, say 15 meters?
Morph 2 synergy: Induce fear and grant Major Berserk to the ally that activates it and some allies within several meters range.Guildmaster of Power With Numbers in PS4 NA Server's Aldmeri Dominion.
