There's no question that max CP players will have an easier time than your new PC account because they have more mitigation. That doesn't mean lower cp toons can't complete the content, it just means having to be more deliberate about it. You are going to have to sacrifice some of your skill slots for defensiveness and mitigation until you have the CP to go without. Keep your Rune Focus up at all times. As others have noted, keep Harness Magicka up. If that doesn't do it, add a ward into the mix. Add a heavy and meduim armor piece into the mix.

These are the tactics that we PC players had to use when learning the initial vet content in the softcap and pre-CP days. Low CP players need to go through those paces too. Maybe some of the "famous" eso players who develop and post build guides should cover this.
