RNG has become the way to go for MMORPGs due to developments team lack of creativity and geared more towards graphics and art work.
Back in the day MMOs had creative quests with multiple parts to get some of the best gear in the game. A lot of these quests were so difficult it would take days or even weeks to complete. Yet when you got your drop it felt earned.
Now with RNG you don't earn anything. You simply throw massive amounts of time towards grinding for something. More often than not the people with more play time are the people getting ahead.
Playtime > Skill in modern MMOs.

3 sets per location should be on a round robin too.
15 peices of set 1.... 5 pieces of set 2.... and 2 peices of set 3... is just plain wrong. !!!!
Especially when those 2 pieces are preposterous or draining.

I've summarized the problem in this thread:
https://forums.elderscrollsonline.com/en/discussion/300662
Namely, you're looking at a 1-in-624 chance at getting a specific weapon per dungeon run, vs. a 1-in-32 chance for getting a specific small armor piece.
With chances like that, you might as well grind for a perfect vMA weapon instead.
