I, for one, like the way it is currently designed and would like more time to play around with it before any changes are made.

Basically the whole set design people need to stop and do things differently to make a magicka set.

    1. Start by making a set for the devs poor, weak, underpowered, beloved stamina classes. It should have an amazing graphical effect, high proc rate, and a metric ton of damage.

    2. Have an intern sneak in and swap all of the set bonuses for magicka and proc trigger from spell damage without the ZOS devs knowing.

    Balanced.

Because they will never buff magicka unless they are physically forced to.

Appearantly no one here understands how this is supposed to work.

When a set is a proc on crit, unless it's over 50% its an AOE damage support set. Let me explain, the proc is based on each hit, not skill cast. When you AOE each of the hits, up to the 6 hit cap, have an individual chance to proc. This would then mean the more you hit, and the faster you do it, the more opportunity this has a chance to proc.

    So what does this mean?

If you shield, this will get buried under your current sheilds, when they run out iceheart is on top until you recast shielding, iceheart pops or ends, and then a crit procs iceheart again.

If you dodge, you have a 20% not to have iceheart pop

If you tank, you are wasting the 2pc, 1pc might be worth it

This is great for sorc, pretty solid for nightblade (shadow cloak and blur), and decent for MA dodge builds. If you don't fit into those categories this is not your monster set.

As a magicka tank, I get great milage out of this set. It procs multiple times on my basic rotation in dungeons, and even though it's not meta. I can see it being of use to magicka NB tanks.

The only reason it's 'useless' is very few Magicka tanks are viable.

But you mentioned the problem with this: "amazing graphical effects".
They are there, so ZOS knows if something has been changed without their permission. Imagine someone did this with Veldireth. The Spores may deal Magic damage but it doesnt look "magical" ._.

Ice heart + permafrost + winterborn seems to be the best combo to me: Ice hearth procs winterborn effect, which crits and procs ice heart. Ice heart procs permafrost effect, which procs health regen.

Saddly, that combo only works with dw or s/b, so it is not possible to use direct frost dmg unless you slot a frost staff, losing one piece in one of he sets. If that, then you would be able to use full heavy frost staff to get permafrost shield and the winterborn effect.

If jus NBs had any form of frost dmg, that would be my combo.

Sarcasm is something too serious to be taken lightly

I was born with the wrong sign
    In the wrong house
    With the wrong ascendancy
    I took the wrong road
That led to the wrong tendencies
I was in the wrong place at the wrong time
For the wrong reason and the wrong rhyme
On the wrong day of the wrong week
Used the wrong method with the wrong technique
