    I wouldn't agree. At least for PC/EU. I've never found anything I was looking for in Rawl'kha. That's why I don't understand why traders here are considered to be the best spots. The choice there is very limited. I find a lot more things in Mournhold and Belkarth (the latter is better for rarer items like gold jewelry etc.). So my vote goes for Mournhold/Belkarth (ex aequo), followed by Elden Root and then maybe Rawl'kha.

    Best spot on PC/EU is Craglorn.

    I think it really has a lot to do with the guilds who maintain their stores in certain spots. Everyone on NA knows Rawl is highly sought after, so they expect the top guilds to be there. For EU, it appears those top guilds instead chose Belkarth. What appears to matter most is the general base players expectations on where they will be most likely to find what they need, and thus they go to that spot first when they start shopping.

    The capital cities are generally active because they are not only early for new players, but also home to Undaunted Pledges, and now Mages and Fighters guild too! So they will have a lot of traffic. Perhaps Belkarth became popular on EU because it was the first DLC end game group zone, and there was a grind for Nirncrux, however Rawl has been sought after on NA because the town is so compact and easily able to access everything withing 50 feet of the shrine. And AD on NA has continued to have the largest population.

    And I'll use this opportunity to plug the best trading guild I am in by giving a relevant change of events on the NA servers which is coincidental to this EU/NA difference. For probably as long as the NA server has been live, the Elder Scrolls Exchange has been one of the top competing trading guilds. They have bid in Rawl'kha almost every week for a long time. However other trading guilds have started playing games with the kiosk bidding, in an obvious attempt to disrupt the ESE alliance, they target whichever kiosk they think ESE is going to bid on. So as a response to this, ESE has switched things up, and is now starting to bid in Belkarth. Will this change make Belkarth the new best zone for kiosks? Well, if what I said is correct and the popularity is really based on expectations, veteran players will start shopping in Belkarth more because they know ESE is there.

    So come check out the Elder Scolls Exchange new location in Belkarth, Craglorn on the PC/NA megaserver! Always stocked full with some of the best prices around! :P

    @Tryxus does Coldharbour really have bigger sales than Elden Root?

    I go there occasionally, when I'm looking for smth that I can't find on other guild stores. And sometimes I find some rlly good bargains there.
