Do I think it would help? Yes. Do I think it would solve the issue? No. Just like I don't think removing prosperous and training from end game altogether would solve the problem, but again, it would certainly help. The underlying problem is still pure unforgiving RNG. They need a smarter loot system, bottom line.
Edit: The other issue is we are back to multiple types of keys. Now if they wanted to put those 2 helms on normal mode and remove from vet, no issues here. I dont plan on running a normal dungeon ever again.

I'd love to see screenshots of this, and other completely hyperbolic claims of "I got 90% droprate from my keys!!".

I wouldn't put it past them to have some sneaky code that counts the number of keys your character has (or amount of CP) and decreases your odds of getting good loot because they know you will keep farming.
So everyone coming in here and saying "Hey I got 15 divines in a row" are just low CP or new characters that haven't caught the "hard mode" flag in the code.

Wouldn't surprise me. In fact, it reminds me of when I was farming Briarheart in Wrothgar. Crappy trait after crappy trait. Eventually giving up before getting what I wanted. Then the motifs started dropping there the update after, so I started farming those and on my low level characters I would actually get good traits quite often.

I agree with you this would be having 2 kinds of keys again. And the unforgiving RNG is a blatant problem. However taking those 2 traits out of the end game content is no small step. This would give those who are probably lower on the CP or experience chain a way to get gear and to progress through content with training gear on. And then eventually when they feel they are ready they can start to do the higher difficulty content. And it would allow the more end game players to have fun changeling content and get better gear.
But as it is now. Deltia who got 200 out of 250 keys be either training or prosperous. And only 3 out of 250 be BIS. well frankly that is utter BS!
Now I do not want training or prosperous but if ZOS intends for them to stay then so he it this is the best way. It is inarguably the BEST system.
It doesn't even have to give 2 keys on normal, just keep the training and prosperous in normal only no other trait just those 2. Same with vma dang it no 150 gear just make it training or prosperous.
