Yes they exist and no they will not be unfair. Warnock rings do the exact same thing and they have existed for a long time.

Mortar set is nerf and now hitting only players or monster not in combat with you..
Funny change!
I will try a 5 x Amberplasm + 5 x SPC on my healer. Critical chance looks a bit low though, only ~45% or so.

Well if you´re looking at pure magica sustain warlock provides ~5000 magica more per minute than amberplasm can. This is completely ignoring the stamina recovery and ignoring the crit + spelldmg bonus.
Seducer beats warlock when casting more than 40 spells per minute at an average basecost of 2500.
Lich provides atleast 2000 magica more (without any recovery bonuses) than warlock per minute. In a practical scenario in light armor lich should provide atleast 16000 magica per proc.
Only amberplasm surely won´t be enough to sustain on a sorc (even though that depends heavily on playstyle and usage of heavy attacks). I use amberplasm + alteration mastery currently.

Plus lich is a proc set, i can use 4 on my main bar and just use resto for my 5th piece letting me use a monster set and a 5 piece set.

I feel warlock would work better on a heavy armour magicka build, may as well put those regen passives to use if i'm wearing light.
Recovery has diminishing returns. IMO 2K is more than enough and stacking seducer's and amberplasm is overkill. You can sustain with less than 1.5K if you do heavy attacks with restoration staff from time to time. Not so for spell damage and spell critical as those scale up your damage (including healing power) forever. Your burst heal can crit, and both bursts and HoT will tick stronger with higher spell damage so you will have to burst heal less frequently. In case of SPC stronger heals means that it will proc more frequently and indirectly sustain group damage. And of course in 4 man content it's always better that the healer contributes to the group damage directly. If he's Templar solar prison and of course radiant oppression; maybe some class and destruction staff skills (besides elemental drain) too.
