Things go wrong, certain fixes/changes in patch that are causing problems need to be pulled out, and so on. So publishing patch notes early would run risk of publishing stuff that is not going to make it into the patch. Which is likely to open up a can of worms they would like to avoid. Why was a change pulled? A minor issue that will be fixed by next incremental? A major issue that calls into question whether they can ever add this change to game?
That being said...
Get your act together with patching, ZOS. The occasional delay is understandable. But this is becoming the norm, not the exception. It looks unprofessional and reflects badly on the company and the game.

And this is why the Dominion will ultimately triumph: we can do cute cat gifs on demand courtesy of our valued allies the Khajiit, while the Pact and Covenant cannot. It's only a matter of time before the requisite paperwork is finished and a swarm of them land on Clivia's doorstep, all reading 'I can haz Ruby Throne?' And then victory will be ours.

None of them really won this specific conflict as far as we know. All the three alliances dissolved, actually. The Second Aldmeri Dominion, not to be confused with this Dominion, was the last one standing before Talos conquered all of Tamriel, so maybe that creates the confusion. And if you are wondering, no, Tiber Septim wasn't part of the Pact, the Pact ceased to exist before the Tiber Wars.

Why would Tiber be part of the Pact? He was Breton
