  It happened to me as well. After defeating the General in Fort Virak, Holgunn should have offered "City on the Spire". Don't worry too much about it as it is just a "breadcrumb" quest. It is not available if you do other quests and it won't interfere with your overall quest progression as you completed Aggressive Negotiations. One possible explanation is that you may already have discovered Kragenmoor, which was my case. The icon for me was already shown greyed out before I talked to Holgunn.

  Does Kragenmoor show as greyed-out in your map?
