Prior to 2.3, I used to PVP for hours every day. Since 2.3, I've been super casual. I have to drag myself to PVP; about once per week on average. Based on the state of update 12, I don't think I'll be able to do that anymore.

An engineer walks into a plane hanger and tells the pilot his cargo weight exceeds the planes engine design. The pilot replies: "That's okay, I'll get a new engine when I land. Now how do I fit this, this, and that into the plane before I take off."

Zenimax just doesn't understand their game and they are unwilling to listen to people who are far more knowledgeable then them (reason why "We Are Eso" has been canceled), and this is really making me lose the small sparks of hope i had left for ESO.

I didn't PvP for like half a year. I did so much PvP. Now I do PvE Achievements, which is kinda fun, but I want the old PvP back. Back in the days where ground oils, no AOE caps and mDKs existed

Yes it has and has been a major factor to why so many of my guild quit and refuse to ever reinstall the game again.
Lethal arrow and dark flare were broken for way too long.
DK reflect was broken for way too long.
Sharpened was broken for too long
Wall of elements was broken for too long.
Healing springs was broken for too long
Biting Jabs was broken for too long
ZOS just leave the major issues and focus on the little one like deer.

Everything goes broken for way too long. ZoS needs to spread dlc release out, and focus on, at the very least, monthly balance tweaks. I really don't understand why class balance comes every 6+ months in this game. If something is overperforming, address it immediately. Simple as that.
