If we're talking Dungeons, I can take my Blazing Shield Templar into any Vet dungeon right now and not use block one time because I can face tank everything in the game....

Saptanks can already permablock with just siphoning strikes.
This ultimate is absolutely useless in anything remotely competitive in PvE, and even if it allowed for effective permablock, I got much MUCH better use for my ult than this.
PvE tanking isn't about how tanky you get, it's about how tanky you need to be to complete your role. You don't need permablock, and you don't need a ult to save your resources like this. It has nothing competitive and is just going to be an excuse for tanks who can't / don't want to manage their stamina properly.
