✭Wrobel is on record of having said, that back when they were first designing the skills in the game, they didn't think about balance, or how useful, or powerful, or how broken any given ability was. They just made up stuff they though sounded really cool. Who cares about balance and all that other tedious stuff.
Seems like that is still the prevailing design philosophy at ZOS...12 -

First off, 2h does not "need" aoe. The 2h skill line is already strong as hell. Giving it aoe will give it everything. Bad idea.
But this is...absurd single target damage. The ignores mitigation part is a bad idea. Make it a % of current or max health damage, and then we can talk about ignoring mitigation. As long as it scales with your damage stat and can crit, just no.
Stealing resistances is a cool idea, though.
Resets on kills could also be good for a berserker 2h play style. That could be looked into.0 -

I laughed when I saw this. I have no idea how to balance it though. The damage is ridiculous, but if they nerf the damage will people still use it considering it's cost? Refunding all of the ultimate makes it completely spammable. Maybe have one morph cut the cost in half? But then the damage is even more of an issue... I need to see it's potential before I can one way or another about how it's numbers should be adjusted.0 -

✭So basically... because it ignores all mitigation, all you have to do is get your target's health down to whatever number it says on your tooltip (so probably 15k health), and you're pretty much guaranteed a kill, plus you can use it again right away on the next victim.

That mag character hasn't leveled 2H handed and doesn't have Mighty CP I suppose.
So imho, it'll end up hitting as hard as Incap (maybe a little more) for three times its cost.
The ignore mitigation can't be that OP, penetration already is at insane levels these days, for what concerns mitigation, MA and LA might just not be worth wearing.

Penetration is high because people build for it. But with this you don't even have to; can build for something else, like Crit. Also one of the morphs makes it refund 100% of the Ultimate if you get a killing blow with it.
