I've liked each of the DLCs for different reasons, but my vote has to go to Orsinium.

So here's a list of what I like best about each DLC.

    Imperial City:
I don't do much PVP, because I simply don't enjoy it as much as PVE. Having said that, most of the times I've actually had a lot of fun PVPing has been in Imperial City. So there's that. I thought the quest line was pretty good too (especially The Drake - she's one of my favorite characters in the game), and the group dungeons are really well done (even if some of the mechanics can be a real pain to learn how to deal with). These days (this week aside) I don't often go back to Imperial City, although of course I still run the group dungeons every now and then.

    Thieves Guild:
I enjoyed the storyline and characters for TG quite a bit. Even if I did figure out about Cosh way before the characters did... The delves are really interestingly designed too, and I like that the repeatable quests send you throughout all of the base game zones. The repeatables are a little bit bland and boring for the most part though. The heists are a lot of fun once you get the hang of that kind of play. Aside from taking characters through the Hew's Bane & TG story who haven't yet done it, the heists are the only thing that keep me coming back to the TG DLC.

    Dark Brotherhood:
The Gold Coast is a small zone, but I think it's really well designed, especially the cities of Anvil and Kvatch. It's also cool to compare it to the Gold Coast from Oblivion. The storyline was decent here too, but I'd probably call it the weakest of the DLC storylines. The side quests where you encounter characters from the base game were cool. I had such a blast figuring out how to find the targets in the Litany of Blood and going out and delivering them all to Sithis. Also the sacraments are everything I enjoy about the TG heists, but more so. The world boss dailies are fun too.

    Shadows of the Hist:
Well, this DLC is just 2 group dungeons, so not a lot to talk about really... They're very well designed group dungeons IMO, and a lot of fun (even if I do feel that the non-vet mode for them is a bit too easy - definitely easier than the non-vet mode for the IC group dungeons), but that's all there is to it. I do like the dungeons a lot though.

And finally, my vote goes to Orsinium:
The zone is HUGE, and there's just so many cool things to find all around it, and so many things to do. The storyline was great (even if I distrusted the king and the forge mother from the beginning), and even the side quests that weren't directly connected with the main story were really well written. The public dungeons are both very cool. The world boss dailies are a ton of fun to do (especially with a group of guildies). Collecting all of the relics is loads of fun - especially because getting them all unlocks a quest that you don't get to do otherwise. The delves are good (not as good as the Hew's Bane ones IMO - I think those are the best DLC delves) with the delve dailies. Maelstrom Arena is a good challenge. And of course the quests where you encounter characters from the base game are cool too.

For me its a pretty close tie between DB and Orsinium. Both Zones are beautiful. But I favor anything that is bigger and takes a bit of leg work to explore. Hews Bane is wonderfully designed... But It deserves a bit more Landscape. And I am kind of stuck in the Thiefs Guild questline...

Orsinium because it was a huge entertaining story, along with tons of land to explore and tons of things to do! I personally felt DB and TG were copy pasta of each other, and the zone themselves underwhelming once I had experienced Orsinium.

Hard to vote because each DLC offers unique elements. I guess if I had to narrow it down, then #1 is a tie: IC, Wrothgar, DB.

As a strictly PvE solo player only, I have done everything in Wrothgar. This is the only map I have that is totally white.

Granted I did need help with the overland bosses but I just got stuck in and did my best. I still help out when I see others trying to do what I (and so many of you ofc, did.)

I've made two sets of Julianos light armour, all gold, along with staffs and swords and jewellery all at CP160. I couldn't have done that without the Orsinium DLC.

I look forward to Craglorn revamped so I can learn the nirn trait. That's the best I can do. :)

Orsinium felt like a true DLC. I liked them all, but the size, world bosses, story lines, the artifact hunting. It all felt great.

Played as my Orc and became the chief of one of the clans, it was enjoyable and glad I played it. Can't wait with my other toons.

Out of all the DLCs, this DLC in particular had a very good quest-line and story to tell. I enjoyed the play through very much. Kind of wish the rewards for heists were buffed up.

That DLC main quest was really nice, but I really dislike that they asked you to do the dailies in order to acces further inside the storyline. Do hate even more that they followed the same patern for Dark Brotherhood ! LOL

Orsinium. I loved that it was basically an entire new zone. It was full of things to do and the quests were easy to connect with. I found it hard to put down, like a favorite book. I still spend several hours a week there.

TG was never up my alley. I don't like being a sneaky player, so it was like pulling teeth just trying to like it anyways. I never did finish it.

DB was good, but I kind of expected more out of it. It was over super fast. I didn't like how similar it was to what I had done in the TG. But I enjoyed the questing portion a lot more and I had a ton of fun with the bosses.

I haven't really done any IC, so I can't say anything good or bad about that one.

And I haven't tried out this latest "DLC" yet.

    The Dark Brotherhood.

The DB has always been my favorite faction in all of the Elder Scrolls games, and it's no different here in ESO. I love the stealth kill options added into the game, the Questline was short but engaging.

The only "gripe" I have about the DLC is I wish that the new area added was larger, more of a similar size to Orsinium. Had they given the Gold Coast the same land area as Orsinium, the DLC would be perfect.

I'd like to say TG, but the quest line was a big letdown. I kept wanting something epic like the Grey Fox questline from Oblivion, instead I re-instituted the guild and nothing really happened. Even the conversations reverted to original convos with guildmembers. :(

TG needed a new skill mechanism like climbing or something, in the way that DB has assassinations/dagger.

I think DB has more interesting plotline, and it's fun to sneak around in the castles.

People have different things they look for in a DLC.
Some people look at landscape or story which is nice, but not really what I look for in a DLC.

    I value replayability.
Hence 10/10 for IC, 9/10 for Orsinium, 7/10 for SotH and 4/10, 2/10 for TG and DB respectively.

Looking at replayability, SotH should have gotten a bigger score, since both dungeons are exactly my cup of tea.
BUT! They don't make me farm them like I farm WGT and ICP to this day.
Why? Because they don't provide a set that is labeled as BiS by the current meta (such as SPC and SM), along with the fact that it is MUCH easier to complete a set.
They come in weapons and jewelry, and jewelry ALWAYS comes in the desired trait.
Also, even if there was a set worth farming, people will just farm normal modes since those drop CP160 also (and yes, that includes Monster Helms).
All in all, the above reasons actually lowered my motivation for running those wonderful new dungeons.
