[BUG] Nonvets cannot enter nDSA

I thought nDSA would be a fun way to level up a low-level alt with a friend, but we can't enter nDSA.

DSA does not have a map wayshrine, so we cannot port to it from the map.
We cannot enter it manually via Craglorn since Craglorn requires a level 50 character.
If we group up with a vet character (with one of the sub-50 lowbies as group leader) and then have the vet character enter DSA manually, we cannot port to that group member to enter DSA--the game spits out an error message saying that we are too low-level.
This is a problem only with nDSA. The other Craglorn trials--nSO, nAA, nHRC--are all accessible by sub-50 lowbies. They can't enter manually via Craglorn, of course, but they can port to someone who is already inside, and once they have discovered the location, they can port to it at will via the wayshrine map.
nDSA does scale below level 50. The vet level character who was testing this with us saw enemies scaled sub-50.

This is very disappointing--why have nDSA be scalable down to sub-50 levels but not let sub-50's enter and play? This restriction doesn't exist for the Craglorn 12-man trials, so why does it exist for the 4-man?

From the latest patch notes: "Normal Dragonstar Arena can now be accessed by player characters below level 50 as long as one player in your group is above level 50, and gone into the arena. You can then travel directly to that player."
