Yeah, they do. And boy those pve'rs sure do ruin things by running over and attacking the pvp players who were minding their own business and doing pvp stuff.

I went to an IC crafting station to make a set of gear for someone. I made it to the IC, made it to the crafting station only fighting npc enemies. Made the gear and left. On my way back, with my weapon sheathed, I got attacked by a super high cp player. I didn't pull my weapon. I didn't stop to attack. I didn't want to pvp. I ran. And the totally awesome super pvper ran behind me, shooting me in the back until they finally killed me.
I never attacked any player. I never drew my weapon. I never turned to attack or even try to do so.
Pray tell, how was I interfering with the pvp player? Besides not dying in one shot. If he had ignored me, I'd have continued on my way back to the base and out. One type of player "has to deal", but I don't think its the pvpers. I knew going there was more than likely going to get me killed. If it wasn't for the gear the guildie wanted, I'd have not set foot in Cyrodiil for anything.
"Dueling doesn't mean "open world pvp".... stay calm noobs, there will b duels allowed anywhere outside of city districts, primarily outside the city gates

I hate those pve criers. Srsly, I like pve and i'm happy they increase the difficulty of the vet dungeons (as far as I understood, vet means now "very hard" for all the new stuff), but how can u pve guys immediately start crying if we pvp guys get something?
I mean, lets be honest, they focused mainly about pve and all we get (still missing arenas / battlegrounds) is dueling and u immediately start crying? PvE is the "good" part about that game, because cyro just sucks with lags and fps drops, so plz.. we all play the same game and if u want it for story / lore, man, in reality people would duel and fight where they are if they want to, it totally fits the whole world...
So plz, stay together as a community and stop whining all the time, u PvE#rs dont get hurt by anything with that function. It seems to me u just bother more about "oh my god, the did somehting for pvp'ers, plz keep focusing on pve" thing...

This is good news to me, though I suspect there won't be a setting to auto-ignore the trolls who will spam the chat afterwards with insults, name-calling etc. for not taking time away from whatever I actually wanted to do to dual them. That will probably still need to be done manually.
Either you're sarcastic, don't know you don't have to participate in duels, or you're so terrified of seeing players fighting each other that you probably never set food once in cyrodiil or the imperial city. I say this as someone who doesn't normally enjoy PvP but I'm happy for duels existing, will help players teach combat mechanics I would assume.

The fact that they are putting it into PvE land tells me that they intend this dueling primarily as a way for PvE "carebears" to experience fights against other players. This will even be true for hardcore "role-players", who can now have actual brawls in their taverns!
You are also forgetting that there are many players like me, who do both PvE AND PvP activities. Even as a "carebear", I look foward to dueling other players and putting my 1v1 skills to use.
Actually if you think about it, duelling could add to PVE and Roleplay.
Set up a makeshift arena in the world, roleplayers come and watch the blood sport of people fighting to the death. Could be a lot of fun.
And I'm sure there'll be a decline mechanic. It won't kill PVE. Didn't in WoW, won't here.
