Maybe I'm crazy, but I don't think duelers want to duel with lag. They are likely to find more out of the way places to duel. At least I know I will. I'm not going to duel by the Stormhaven wayshrine or in a bank for instance.

I would bet lots of ... something... that there will be lag-worthy dueling in Rawl'kla as soon as it can happen.
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

Yeah, they do. And boy those pve'rs sure do ruin things by running over and attacking the pvp players who were minding their own business and doing pvp stuff.

    Oh, wait.....

I went to an IC crafting station to make a set of gear for someone. I made it to the IC, made it to the crafting station only fighting npc enemies. Made the gear and left. On my way back, with my weapon sheathed, I got attacked by a super high cp player. I didn't pull my weapon. I didn't stop to attack. I didn't want to pvp. I ran. And the totally awesome super pvper ran behind me, shooting me in the back until they finally killed me.

I never attacked any player. I never drew my weapon. I never turned to attack or even try to do so.

Pray tell, how was I interfering with the pvp player? Besides not dying in one shot. If he had ignored me, I'd have continued on my way back to the base and out. One type of player "has to deal", but I don't think its the pvpers. I knew going there was more than likely going to get me killed. If it wasn't for the gear the guildie wanted, I'd have not set foot in Cyrodiil for anything.

I'm sorry that some PvE'ers cry and whine every time PvP gets a cookie. PvP has had no good true PvP content since launch while PvE'ers have gotten DLC after DLC while PvP had 10FPS for months after craglorn dropped. There are what, FIVE PvE Arenas in the game now?

I'm sorry that the concept of people fighting eachother bothers you. Good thing you don't have to participate. If even being around someone dueling is giving your emotional distress then you need to dial down your sensitivity levels.

That is not a bad idea, they could make it if an npc sees you both get a bounty for disturbing the peace. Then they will either attack you or come to claim the bounty. Forcing players to do it out in the wilderness. They could also add the guards to banks, to prevent the dueling from taking place there. Which would ease worries of some players.

Not by me, as I like both. In PvP land, PvP'ers can kill the PvE'rs, so in PvE land the PvP'ers should be able to get nabbed by the guards. Don't like it, stay out of sight for your fight! So yes, no dueling in the middle of Rawl if you don't want to face the consequences!

Anyone uses an AoE heal during a duel and tags someone nearby with a bounty...I suspect this is going to happen out in the wilderness regardless of anything ZOS does.

Although I'm not looking forward to the resultant bugs. I expect I'm going to be AoEing people on accident while trying to hit mobs, or something else horribly inconvenient. :s Please ZOS, prove me wrong!

Maybe I'm missing something here, but who says, that dueling will be a fight to the death outside of Cyrodiil anyway?

It could also be some simple sparring session instead, initiated through the character interaction and ending when one character has 1 HP. And then maybe you could chose one, or the other.

Further it shouldn't be that hard to implement a mechanism, which prevents some healer to affect any of the participants during the fight, similar to the restrictions to abilities like "charging maneuver" outside of a group.

Actually - a lot of us leave PvErs be if we see them questing etc. Especially if they are lowbies/low CP and show no interest in PvP.
However - you cannot blame that person for wanting a PvP engagement while in PvP zone. You went there knowingly.

Just as long as the 'do you want to duel' window doesn't break what you are doing, I see no problems. But, I can see how if you are lock picking a chest, and the 'do you want to duel' window pops up and pulls you out of the lock pick, allowing someone else to ninja your chest, that would cause problems.

yay :/ because mixed pvp and pve worked so well in imperial city...... its going to be a total exploit fest/disaster

Those devs will use the same accept function as joining a group, so what is to stop a new player who came just to pve, who does not know about auto decline, from accidentally ending up being slaughtered by some nasty little high level toad! If they are going ahead with the cluster cockup at least make the dam thing toggled to decline as standard that way the psyco crew can slaughter each other in back alleys and leave this particularly grumpy care bear in peace.

Oh yes, said the devs, pvp will only be in pvp zones, marvellous, just marvellous :'(

I hate those pve criers. Srsly, I like pve and i'm happy they increase the difficulty of the vet dungeons (as far as I understood, vet means now "very hard" for all the new stuff), but how can u pve guys immediately start crying if we pvp guys get something?

I mean, lets be honest, they focused mainly about pve and all we get (still missing arenas / battlegrounds) is dueling and u immediately start crying? PvE is the "good" part about that game, because cyro just sucks with lags and fps drops, so plz.. we all play the same game and if u want it for story / lore, man, in reality people would duel and fight where they are if they want to, it totally fits the whole world...

So plz, stay together as a community and stop whining all the time, u PvE#rs dont get hurt by anything with that function. It seems to me u just bother more about "oh my god, the did somehting for pvp'ers, plz keep focusing on pve" thing...
