Well Its harder to test on console but it .might have just been my setup.When I used VO in VMA on the first boss for a example considered to be a DPS test for the rest of the arena.With my usually setup I get it down in first port I changed to VO and couldn't get it down before second pull 2 adds pop. Keep in mind that if you're swapping from something like Agility to VO, you are gaining 5% from Minor Slayer, but you are also losing whatever stat bonuses Agility was providing. Also, in actual combat, there's the matter of RNG. You might have a 70% crit chance, but in a particular fight, your actual crits might end up being 65% or 75% or whatever.

When testing to see if Minor Slayer is working, you need to do a well-controlled test that looks at raw numbers. Which is possible even on console.

Let's say you have 3p VO jewelry with WD enchants. Put on your 3p VO jewelry, turn on the game's scrolling combat text and hit something with a light attack and with an ability. Record the exact number of damage that popped up on the screen, and make a note whether that was a crit hit or a normal hit.

Next, replace one of the VO jewelry prices with a non-VO jewelry piece. Make sure that the jewelry piece has the same enchantment and is providing the exact same stat bonus. So, for example, a purple VO jewelry piece provides 840 stamina (from being purple robust) and has an enchantment providing 174 weapon damage (gold WD glyph), so you want to replace it with another non-VO jewelry piece that provides the same 840 stamina (from being purple robust) and has the same 174 WD glyph (one of your old Robust Agility pieces will do).

This way, the only change is that you went from 3p VO to 2p VO + 1p random, thus losing that 3p Minor Slayer bonus, but all your other stats are exactly the same as before. Now go hit the same enemy again with a light attack and an ability and record the exact damage number that you see in the SCT, and compare.

I did a lot of tests like this in a lot of different places, against a wide selection of enemeies and found that with Minor Slayer active, my light attacks and abilities were hitting 5% harder (not 4.5%, not 5.5%, but exactly 5%) in instanced content, and that the damage numbers were exactly the same (not even off by 1) in the overworld, delves, and public dungeons. Refer to my earlier post for a more detailed breakdown.

I just retested on PC using the Thralled Warrior in the lobby of vet Spindle, this time on two characters, testing both Infal and Vicious.

It is indeed working properly on PC, and looking at your video, it looks like you're testing it in a way similar to how I tested it.

So, yea, it looks like it's bugged on Console. It is very strange that it's working on PC but not on Console.

@ZOS_GinaBruno @ZOS_JessicaFolsom @Wrobel Could you please look into this? Is it possible that, because the changes to Minor Slayer happened kind of last-minute, towards the very end of the PTS period, that maybe it somehow fell through the cracks and didn't make it into the Console patch?

I don't think it's working in maelstrom. My NB did seem weaker with it on compared to fighting a boss before hand. For instance a strangler on round 3 didn't die with a heavy bow and lethal immediately whereas it did before hand, went down to 2% health. Small difference on that minor add but that's a huge difference on a boss fight in there.

It is working fine on PC. But as the video earlier in the thread demonstrates, it's broken on Console. Perhaps the OP could edit the thread title to make it clear that this is a Console-specific issue.

Its a shame that a buff which was implement ended in the jewellery becoming useless. I hope those at Zos are quick on to a fix for this as its important to pve'er that this set bonus works as intended.

Please acknowledge at the very least.
